The Common Picture — a bounded nuclear-crisis-verification AI

Fuses rival-state sensor feeds, cross-checks them, and outputs what we know vs. what we don’t. When feeds disagree it raises a contradiction flag. All capitals see identical signed output simultaneously. Ambiguous alerts now default to naming the contradiction, verify, then flag if false.

What kind of AI exists in your world?

Bounded Tool AI, deliberately limited. The Common Picture processes massive multinational, multilingual, and multimodal information channels to flag false alarms of a strike. It doesn’t launch, veto, or recommend a strike, but it does incentivize humans to take some minutes to use their levers with open eyes. It is an automatic red phone, available for the entire nuclear militaries of the world. Governed by the SVC — built jointly, audited jointly, but owned by no one.

New or Reformed Institution

The Stabilization Verification Corps (SVC). Multilateral, staffed by rotating officers from rival states. Operates the Common Picture under continuous joint audit; publishes near-miss after-action reports for every contradiction flag; certifies member sensor feeds and revokes those feeding false data; signs and timestamps every shared display. Forbidden from holding any offensive capability or authority to launch, cancel, or command a weapon.

Before: each side privately interpreted its own spoofable sensors under a ticking clock; escalation was the safe default; near-extinctions survived on individual nerve. After: the most dangerous militaries share a verification layer they don’t trust each other through, but trust the joint audit of. Facts of a crisis became common property, fast and signed. The 3 a.m. glitch no longer gets the only, and possibly last, vote.

A Major Crisis Overcome

The 2031 Four-Minute Scare: a cyber-spoofed feed painted a launch that wasn’t there. An early Common Picture pilot flagged the contradiction, such that the “attack” matched no infrared signature and disagreed with two independent vantage points. The flag bought the minutes that surfaced the spoof. The retaliation order was never given. The near-war became the treaty; the pilot was chartered as the SVC within eighteen months. Zero launch-on-warning decisions since.
