Quantum computing forced a reckoning, made cooperation inevitable, and triggered a new international governance structure. It solved the deadlock between major powers and the uncontrolled development of transformative tech. It forced the same choice nuclear weapons did: cooperate or annihilate.
AI remains a tool that enhances human capability rather than replacing it. We chose which tasks to automate and which to augment with AI. Development of AI is governed collaboratively by the International Technology Stewardship Agency, which safeguards that AI is pro-humanity. AI development teams are intersectional, including psychologists, sociologists, philosophers and artists. Cybersecurity, personal data protection rights and ethical AI development are core fields.
The International Technology Stewardship Agency (ITSA), governs quantum computing and AI development globally. It sets outs their future vision, defines rules protecting workers, data, and human rights; monitors compliance; and enforces sanctions or technology access restrictions on violators. Created in 2029 when quantum computing emerged, it transformed a potential arms race into cooperation. ITSA ensures transformative technologies serve all humanity, not concentrated power.
Countries set out a pro-humanity vision for AI. New rules ensures job security, wage protection, upskilling/reskilling programs and reformed education. Talent market is skills-focused, governments and companies offer mass educational programs enabling the skills based economy. ITSA’s vision defined skills critical for our future and ensured next generations learn these skills and that these jobs are safeguarded. There are quotas on how much AI can be used compared to humans in the workplace.
The 2020s brought civil unrest worldwide. Especially young people, jobless from AI and automation, feeling effects of climate change more and angry over corruption; changed government, regimes and protested against Big Tech with digital blackouts. Quantum computing then forced major powers to a nuclear-style reckoning: cooperate or risk mutual destruction. They chose governance and ITSA emerged. By twenty thirty five, the foundations are strong but full implementation continues.
