A global deliberation platform called the Forum lets billions of citizens reason together and reach genuine consensus on how to share the benefits of advanced AI, turning powerlessness and fear into collective agency and hope.
The Forum makes AI inclusive and gives every individual a chance to shape their future. AI has the potential to usher in a golden age, but what this age will look like is designed by a small group of people. The Forum gives people power: it’s a platform where everyone can raise their opinion.
The Forum is a Tool AI where every citizen shares their opinion. It provides personalized feedback by showing users the other side of the story to reach “consensus”: the full process of starting a topic and converging to a solution. Each round, the system shares a proposal: a solution seeking an inclusive middle ground. It iterates with new user input until a vast majority agrees. Users can also trigger a new consensus by raising a topic. Once enough users mention it, the process begins.
The Global Forum Council (GFC), established in 2033 by a global coalition of nations to address public unrest over AI’s societal impact. Its members include heads of state, policymakers, and AI company representatives. The Council maintains the Forum’s infrastructure, enforces member states’ compliance with transparency and consensus rules, and holds the authority to vote out nations that fail to meet these standards.
By 2035, public decision-making has shifted from low-bandwidth, adversarial, win-lose voting to transparent, consensus-seeking deliberation thanks to the Forum. Instead of expressing a preference once every few years and feeling unheard, citizens continuously help shape the proposals that govern the AI transition. Once people could see the process and genuinely shape it, fear of AI turned into shared ownership of the future.
The first wave of AI job losses, combined with daily warnings of existential AI risk, left ordinary citizens feeling powerless. In 2030, it boiled over into global protests; early fixes like UBI failed because they treated the symptom (income) rather than the cause (powerlessness). At a 2033 emergency summit, leaders made a different choice; they delegated real decision-making power to citizens through the Forum. The crisis of powerlessness became the moment humanity learned to decide together.
